The buffet will be open if checking in before noon on Day 1. The dining room may have limited hours, so you will need to check on that when boarding.
Regarding disembarkation, yes breakfast is provided -- contentinal as well as the buffet will be available. Actual dining times will be provided the day before, but there will always be a variety of breakfast options. The only thing that is not available just prior to disembarkation is in-room service.
